A 17-year-old boy from Proctor, Minnesota was arrested on murder charges after he died in Duluth on Saturday night, 22 years old.

Patrick Wilson Battees Jr. first appeared in juvenile court for a second intentional murder in the city’s first murder in 2021. The 22-year-old victim has been documented in court but has not yet been identified by Duluth police. His initials as JKA

According to the Juvenile Delinquency Petition:

Police were called to 100 blocks on East Third Street shortly after 7 pm and found JKA with a gunshot wound in his head. He was taken to Essentia Health-St. The dead declared Mary’s medical center.

Police officers obtained a surveillance video showing the battle before the shooting. Police say he was able to look at JKA and see Battie raise his gun and fire at the crowd. The victim could be seen lying on the ground, and Battie fired another round before leaving.

Minnesota law estimates that if a boy is 16 or 17 years old at the time of the crime and the crime leads to an estimated imprisonment, the boy will be recognized as an adult.

The child can overcome the presumption of adult proof by holding the proceedings in the juvenile court and showing clear and compelling evidence that holding the proceedings in the juvenile court helps public security.
