The amendment declares that the state “must not deny or interfere with an individual’s reproductive freedom in the most intimate decisions, including the basic right to choose abortion and the basic right to choose or reject contraceptives.” ..

California has joined Vermont in an attempt to protect abortion under the State Constitution. The Vermont proposal, also on the ballot this November, does not include the word “abortion,” but it protects “individual reproductive autonomy.”

Meanwhile, according to the Guttmacher Institute, an abortion rights group, four conservative states, Alabama, Louisiana, Tennessee, and West Virginia, have constitutions that do not protect abortion rights.

The California amendment is part of the Democratic Party’s aggressive strategy to increase access to abortion in response to a Supreme Court decision. Last week, Governor Gavin Newsom signed a law aimed at protecting California abortion donors and volunteers from proceedings in other states.

California’s huge budget includes more than $ 200 million to increase access to abortion in the state. This money will help pay for abortions for women who cannot afford to have an abortion, scholarships for abortion providers, and a new website with all the state’s abortion services in one place.

The budget also includes $ 20 million to help women pay for abortion arrangements, such as travel, accommodation and childcare. However, the Newsom administration says it cannot spend money to help women from other states where abortion is illegal or severely restricted come to California to get the procedure.

Twelve other bills are pending, including some nurse practitioners performing abortions without the supervision of a doctor and blocking the disclosure of abortion-related medical records to out-of-state organizations.
