CITRUS HEIGHTS (CBS13) – Citrus Heights police attacked a house and arrested the owner of the house, but a few days later, neighbors said garbage, drug activity, and traffic were back.

“Concerns are our safety,” said neighbor Carita Idippio.

The people who live there say they have dealt with their nasty neighbors for years.

Idigpio lives across the street and says her camera captures midnight activity. She says dozens of cars come and go every night.

“Noise, screams, screams,” she said.

She and others reported to the police what she called a drug problem. Last week, police obtained a search warrant for the house. In the video, Citrus Heights police are armed outdoors with batons and guns, calling on insiders to come out of the front door. The video shows a man coming out with his arms raised.

Two people were arrested, including the landlord. Police say the drug was found inside.

A few hours after the attack, a sign stood outside the house. Late-night visitors are instructed to leave, saying they are under police surveillance.

“Okay, peace in court. No, it’s even worse,” Idippio said.

She says the homeowner was released from prison two days later and the problem recurred.

So why can’t the police solve the problem with this house?

Citrus Heights police have told CBS13 that at this time Code Enforcement cannot legally remove a homeowner, or anyone he invites into the house, from the block.

In the case of Idigpio, she is worried about the increasing problems at night and the homeowner herself.

“He’s still human and I’m worried about his safety,” she said.

Police say they are watching over the house, but the police station needs resources that it can’t afford.

Neighbors can get civil relief. The city has a “Sue Thai Neighbor Program”.
