The Biden administration has declassified a 16-page FBI report linking 9/11 hijackers to Saudis living in the United States. Written in 2016, this document summarizes the FBI’s research into these relationships, called Operations ENCORE.

The partially edited report specifically depicts a closer relationship than previously known between the two Saudis (including those with diplomatic immunity) and some hijackers. The families of the 9/11 victims have long sought a report with a portrait that was completely different from that described in the 2004 9/11 Commission report.

The Commission was barely able to connect Saudis to hijackers, but FBI documents describe multiple connections and phone calls.
