Bill SB314 will pass the Senate and allow drinking on the streets of cities throughout the state, making it a permanent fixture. But where to decide depends on the city or county.
Diners drinking in the R Street Corridor say they are happy to have fun outdoors.
“It’s nice to see it come alive, as the past year has died as a door nail, it was a ghost town,” said a man named Humberto.
Some parts of R Street are traffic-controlled and now more restaurants can offer more space outdoors.
The California Bar and Restaurant Rehabilitation Act, sponsored by Senator Scott Wiener (Democratic Party of San Francisco), makes this permanent.
It also makes it easier for restaurants to obtain a liquor license and sell alcohol in common spaces such as sidewalks and parking lots.
If the bill is passed, outdoor dining could become established.
Ultimately, it is up to each city to decide where and how much to block access to the road and parking.
However, some say it just lacks accessibility.
“Usually there is a parking lot for the disabled, but now you have to park far away and pay up to $ 1 in 20 minutes,” said one diner.
Some critics of the bill complain that making it easier to drink in public can lead to public safety and annoyance to neighbors.
However, R15’s assistant general manager Daniel Martin says serving alcohol outside has helped his business and hopes this dining experience will last a long time.

The bill has passed the Senate, but it requires parliamentary approval and must be signed by the governor to get a signature, which can take weeks.
The city must also approve outdoor meals and determine their regulations by the end of the year.
