“Through the California Public Health Service, the school board is expected to establish a procedure for parents to apply for tax exemptions,” said Kelly Avants, a unified spokesperson for Clovis. “Therefore, the agenda has the action of the board to approve the process we are using.”

According to Thurmond, the state plans to cover the costs of many health and safety programs in the district, including rapid COVID-19 testing.

“California has secured 5 million Binax rapid COVID tests,” he said. “They go to the school district for free.”

Studies also show that outdoor COVID-19 infections are reduced, so the state also offers an option for outdoor education.

More than half of all schools in San Mateo County are ready to implement this plan.

“That’s nothing new to us. We always knew about outdoor education,” Thurmond said. “It’s a practical way for students to learn. They will be the managers of their environment, but in the COVID-19 area, practical outdoor education is a great COVID mitigation strategy.”
