North Korean military leaders discussed assigning additional operational missions to frontline troops.

The debate suggests that North Korea may want to deploy battlefield nuclear weapons targeting South Korea along the tight borders of its rivals. The Korean Central News Agency said at a major military meeting on Wednesday that Prime Minister Kim Jong-un and other top executives had discussed changes in operational plans and the capacity building of border forces.

Analysts hope that North Korea’s seventh nuclear test will take place after the military conference. South Korea recently said North Korea has prepared for its first nuclear test in five years.

Kim has ordered measures to “strengthen the operational capabilities of frontline units,” KCNA said. The KCNA photo showed what looked like a large map of the east coast of the Korean Peninsula, including the border location standing near the conference table.

“It can be evaluated that the issue of forward-deployed tactical nuclear weapons was discussed in detail at the conference,” said Jung Sung-chan, a senior analyst at the Sejong Institute in South Korea.
