WASHINGTON — When the Food and Drug Administration said on Tuesday that it would eventually reduce tobacco levels to non-addictive levels, the American Heart Association called it “historic.” Powerful lawmakers praised the action. The New York Times posted the announcement on its home page, stating that the move “will put the United States at the forefront of global smoking cessation efforts.”
