Iowa City, Iowa (AP) — Judges accuse Iowa police chief of using city-issued stun guns to shock guests at two parties in 2016, potentially causing serious injury and death I called it an “immoral act.”
Judge Nancy Whitenberg recently denied Armstrong, Iowa Police Chief Craig Merrill’s claim that deploying taser guns to voluntary participants in off-duty social gatherings was not a crime.
