NS. Louis (KMOV.com)-On September 11, 2015, a 21-foot steel I-beam from the World Trade Center arrived in St. Louis. It was supposed to be used for the 9/11 Memorial at Jefferson Barracks, but six years later, the memorial has not yet been built.
Unlike the other three 9/11 memorials in the St. Louis area, there is steel from the Twin Towers, but the Jefferson Barracks monument will be built on land that the National Guard will donate, but that land remains. It is the federal property of the authorities. Military.
“There is a huge hierarchy and bureaucracy within the army, within our city and county governments,” said Kathy Strom.
Strom is a former Major General and Chairman of the Jefferson Barracks Heritage Foundation.
Initially, according to Strom, the monument’s plans were delayed by a dispute over who would pay for it. The Foundation then intervened and made plans. There is a memorial square with a memorial to the Missouri Medal of Honor, a visitor center, and a 9/11 memorial with a steel I-beam.
“We support this plan for this memorial garden, from the governor to the leaders of the guards here,” she said.
She said the only hang-up to move forward was the unapproved General Affairs Department. The bureaucratic delay was dragged into two years.
Mr. Strom said there is strong support for the project from potential financial supporters, but government rules will raise funds for the project until the land is transferred to their ownership. I can’t even do that.
“There are many different rules and regulations about what you can do and what money you can put in to support development when things are owned by the government and under military support. “She said.
Mr. Strom said he was confident that the 9/11 memorial would be built someday, but he didn’t want to predict when. Currently, steel beams are stored in the grass area within the safe fence of the National Guard facility.
