Rodney Reese, 18, was arrested in Plano on February 16 and charged with being a pedestrian on the road, media reports said.

According to police, there was a phone call from a black man who stumbled in a short-sleeved shirt in the middle of a snowy road and was sent to a medical examination.

Police released a body camera footage of the encounter on Facebook on Friday. In the video, police were seen chasing Reese, repeatedly asking where he was going and whether he was okay, and he said he was fine and on his way home.

Reese told KDFW-TV that he didn’t stop on his way home from work at Wal-Mart because he didn’t need the help of a police officer.

Officers followed Reese for about two minutes before stopping him, saying he was “investigating” and informing him that he was in custody.

Reese answered “no” and continued walking, but was stopped again. The video shows a short brawl as police officers try to handcuff Reese. I hear Reese asking for release.

According to a Facebook post, the arrested police officer said Reese resisted the arrest but chose not to prosecute him.

Plano police chief Ed Drain told KDFW-TV that the indictment was withdrawn because the arrest did not match the reason police officers were asked to investigate.

“They should have taken him home, where he should have gone,” Drain said.

Drain supported his officers, saying he did not know Reese’s age at the time of his arrest, where he worked, or where he lived.

Drain also said he didn’t think race was the cause of the arrest, but added that he “can’t get into people’s heads.”

Mr Reese said he believed that the phone call that took the police officer to the scene and his subsequent arrests were based on his skin tone.
