Columbia, South Carolina (WSPA) — The South Carolina House of Representatives and Senate have approved a bill to reform Santee Cooper.
This ended the long-standing debate over the future of state-owned utilities. Santee Cooper has taken on billions of dollars in debt related to a failed nuclear project at VC Summer.
On Tuesday, the House of Representatives and the Senator unanimously passed H.3194..
Earlier this year, the House of Representatives and the Senate approved different versions of the bill. The House bill included the establishment of a sales committee. The Senate version wasn’t.
A committee of members of the House of Representatives and the Senate clarified disagreements and made a compromise a few weeks ago.
The Commission has removed the process of setting up sales from legislation.
If that became a law, Santi Cooper would have to go through the Public Services Commission to change rates, and most members of the current board would serve until the end of their term and would be irreversible, a major factor. Santi Cooper, who will receive more feedback from the General Assembly on the project, will undertake it.
The Senate adopted the Conference Committee’s report 43-0.
Senator Luke Rankin, Republican District 33, said the bill would bring oversight to Santi Cooper. “This package instills transparency and accountability from start to finish,” he said.
The House of Representatives adopted the Commission’s report 111-0.
House Speaker Jay Lucas (R-District 65) said he believed it was a mistake not to include the sale process in the bill. In a speech from the floor to the House of Representatives, he said: Considering all the benefits of this bill, this is what we are willing to make concessions. “
The bill is currently heading to the governor’s desk for signature.
