Wichita, Kansas (KSNW) — The Sedgwick County Commission needs to make big decisions, and no matter what they decide, the county costs a lot.
The seven county departments will need to move from the Sedgwick County Courthouse to a temporary space as the courts have been significantly remodeled to add space for the court system.
The decision that the County Commission (BoCC) must make is where these departments will end up in the long run. Will BoCC choose to build a brand new administration building or remodel an existing courthouse?
The courthouse remodeling project has already been approved. The $ 7,019 million project will start in 2022. This includes adding courtrooms on the 7th, 8th and 9th floors and an appeal space on the 11th floor. In addition, the 2nd and 3rd floors will be renewed and an office space for the district attorney’s office will be added.
Seven county departments need to move from the building to the rental space to reserve space for the new court space: BoCC, county secretary, county accounting, certificate registration, finance, county counselor, county manager, and them. Department. The goal is to place these departments in rental office space between April and June 2022. The county is currently considering seven different options for rental locations.
While they are in the temporary office, the goal is to start working in a new permanent space for them. On Tuesday morning, Assistant County Managers Tania Cole and Justing Raham, Vice President of SJCF Architecture at Wichita, presented BoCC with five options.
Option 1 requires that the annex of the courthouse be demolished and rebuilt into a multi-storey building. The estimated cost is $ 27.197 million.
This option is a variation of option 1. Instead of destroying the annex, several stories will be built around it. The estimated cost is $ 25.981M.
This option extends the new administration building to the current Elm Street. The Elm closes and adds the roundabout found in the red area. The cost of this plan is expected to be $ 24.654 million.
This is the first option to place the administration building on a new site. The building is located north of what is now Sedgwick County Prison. Some members expressed concern that it would limit the future expansion of the prison. Others said current projects designed to help prisoners with mental health problems should reduce prison population and eliminate the need for expansion. Option 3 costs $ 26.471 million.
The plan is to place the administration building on the southwest corner of Main Street and Third Street and add new parking. The cost of this plan is estimated at $ 31.955 million.
Each option also adds 10% contingency to the cost of explaining inflation and $ 6 million to the cost of building and engineering services, furniture, fixtures, equipment and more.
For the past few years, the county has been considering using existing spaces in downtown areas such as Gander Mountains, Murfinville, and Epic Tower. However, the county did not adopt these options for a variety of reasons. Cole said the cost of these buildings will be much higher in 2022 when considered in 2018 and 2019.
The county wants to complete a new administration building by the end of 2024. We would like to use US Rescue Planning Act (ARPA) funds to pay the rent for the temporary office. ARPA funding will end on December 31, 2024.
During the meeting on Tuesday, the commissioner acknowledged that the decision needed to be made immediately.
They were also concerned about costs, but county officials said the economic forecasts could absorb the costs and handle the additional costs without problems.
County Commissioner Jim Howell asked Cole and her team to examine the existing office space in the downtown area and report it to the BoCC.
Howell and Commissioners Lacy Cruz and Sara Lopez all said they would favor Option 1A if they had to make an immediate decision.
Commissioner David Dennis said he likes Option 4, which has the lowest cost and the highest flexibility.
