The KCC agreement also allows Evergy to allow Kansas Metro customers (formerly KCP & L customers) to sell surplus electricity to the Southwest Power Pool at the same time. Kansas Metro is a dark blue area on the map that includes Ottawa and Overland Park.

The Central and Metro divisions are owned by the same parent company, Energy, Inc., but are operated separately.

KCC staff, Citizens Utility Ratepayer Board (CURB), Evergy, and Kansas Electric Power Cooperative assisted in the settlement. Kansas Industrial Consumers, Natural Gas Transportation Customer Coalition, and Coffeyville Resources Refining & Marketing, LLC opposed arguing that costs could be unfairly shifted from residential to industrial customers and could not reward conservation efforts.

The KCC rejected these discussions and found that within each customer class, some customers tried to save, while others did not. The KCC said there is no evidence to suggest that class-wide reassignments will only reward customers who have reduced their energy usage.

“Evidence prior to the Commission suggests that under circumstances, a unanimous settlement represents the lowest interest rates and lowest customer impact of all Kansas utilities on winter storm uri-related costs,” KCC said. Said in the news release.

State and federal government investigations are investigating allegations of price cuts and market manipulation. The KCC order states that if Evergy regains money after these investigations, the proceeds must be passed on to the customer.
