The role of the UN’s dozens of independent experts or special rapporteurs is to report and advise on a variety of human rights. My role revolves around food rights that are under great threat.
The world’s food system has long failed people. The climate crisis has devastated the planet, biodiversity is declining daily, and food insecurity is increasing.
The Covid-19 pandemic has highlighted what we have known for decades – hunger, malnutrition, and famine are not caused by inadequate amounts of food. They are caused by political failures that limit people’s access to proper food.
Today, the Secretary-General is hosting the United Nations Summit on the Food System. It took me about two years to prepare for the event and I was an independent official advisor.
Let’s start with what the summit has achieved. It has succeeded in drawing government attention to developing food plans for potentially transformative countries. Meanwhile, the summit preparation process brought together thousands of people to share and develop ideas on how to transform the food system.

Sadly, the Food System Summit has not provided the government with anything substantial to address the devastating effects of the Covid-19 pandemic and the food crisis it caused. The summit provided people with nothing to help them overcome their daily struggles to feed themselves and their families.
We have to do better.
I believe that how people, businesses and governments respond to the current food crisis will transform the food system of the future. The key is to be able to set the path to a fairer and more prosperous food system as soon as possible, depending on how you respond to the pandemic.
Even at the peak of the pandemic, the biggest threat to food security and nutrition was not due to lack of food. Many people did not eat or eat well because they lost their livelihoods and homes, could not afford good food, and had insufficient social protection. Famine and the risk of famine have hit more and more communities due to armed conflict and financial instability.
Put political energy into action
Within the United Nations system, the Committee on World Food Security (CFS) is the only place where governments and people are working to tackle the pandemic and the current food crisis. CFS is a meeting place for world governments, civil society organizations, international organizations, businesses and experts to negotiate global food policy guidelines. This is one of the few such organizations that prioritizes a human rights-based approach. Through civil society and indigenous mechanisms (CSM), People’s organizations have effective seats at the CFS table. CSM is an autonomous space that allows various food producer organizations, trade unions, indigenous peoples and advocacy groups to work together to formulate CFS policies.
CFS Annual meeting October 11-14. This year it is fully virtualized and any organization can register and participate. That is where governments and organizations exchange views on the summit. And hopefully, World Government will decide to work together to devise a multilateral plan on how to overcome the food crisis.
The reason I say “hopefully” is that a few powerful governments are hesitant to work with other governments to tackle the food crisis. Nevertheless, governments, international organizations, food producers’ organizations, trade unions and growing coalitions of indigenous peoples are working together through the CFS to form informal “dedicated groups”. They will hold an online seminar on September 30 to identify why a globally coordinated response to the food crisis is needed, that existing measures are working, and what it should do. ..The seminar is Open to the public Details of the seminar are still finalized. In these times, human rights sound like empty words and are repeated by those who have the power to justify their plans. But human rights begin with the power that people already have. People are constantly organizing and mobilizing, fighting unfair food systems, claiming human rights, and forcing governments to respond accordingly. Anyone can pressure their governments to work on a human rights-based multilateral response to the food crisis. People’s organizations can participate in CSM and collaborate with others to amplify their demands on a global stage. National leaders can use CFS to encourage the cooperation of others.
