Philadelphia (AP) —According to authorities, a man accused of raping a woman on a commuter train outside Philadelphia harassed her for more than 40 minutes, with multiple people holding the phone over and without intervention. It seems that he recorded the assault.

A police chief of the Southeastern Pennsylvania Department of Transportation said at a press conference on Monday that more than 20 train stops had passed as men harassed women, groped, and finally raped them.

Police do not believe that one witness on the train called 911. They are investigating whether some bystanders filmed the assault.

Officers responded within about three minutes of a 911 call from a traffic authority employee at the last stop of the train.
