Tulare County Sheriff’s office identifies suspect in 1994 Angelica Ramirez kidnapping, murder – Fresno, California

Visalia, CA-More than 28 years later, the Turea County Sheriff’s Office arrested the murderer of Angeli Calamires, a 10-year-old girl who was taken from the Visalia exchange on March 3, 1994.

Mike Budo, Sheriff of Tulare County, said DNA and genealogy techniques could identify Romiro Birgas as the man who killed Angelica with him. Villegas died in Mexico in December 2014.

In June 2021, the Tureari County Sheriff’s Office began a partnership with the FBI to process DNA and identify the genealogy.

In February 2022, they received a match against a distant family member of Romiro Villegas. The investigator ran down the family tree and was able to find the suspect.

10-year-old Angelica Ramirez was taken away from the Visalia exchange on March 3, 1994. There she went away to use the toilet with her parents and her brother.

Two days later, her body was found on a canal off Avenue 96 in Pixley. She was submerged in water, but the investigator was able to extract the suspect’s DNA.

Sheriff Boudreaux said he handled the case when he was a young law enforcement officer, and for 28 years after Angelica went missing, the Tulare County Sheriff’s Office never forgot the case.
